There There are 85 million acres of land in the 63 National Parls in the Unite States. All of this land should be turned over to the states as  the power to establish National Parks wwas a power not delegated to Congress.

If Congress wanted to establish National Parls it would have required a Constitutional Amendment. The ownership and management of the National Parks should be transferred to the states or an amendment to the onstitution shoukd be proposed by Congress.

Yellowstone National Park was the first National Park established by an act of Congress in 1872 without Constitutional authority to do so.

Article I Section 8 Clause 17 prohibits the Federal Government from owing land outside of the District of Columbia.

Article I, Section 8, Clause 17 of the U.S. Constitution grants Congress the power to exercise exclusive legislation over the District of Columbia (a district not exceeding ten miles square) and over all places purchased by consent of the state legislature for forts, magazines, arsenals, dock-yards, and other needful buildings. This clause essentially allows the federal government to own and control land for its own purposes, free from state interference.
