Representation and taxation were to be apportioned to the states according to their respective populations. The would not and could not be taxes directly by the Federal government.

Article I Section 8 Clause 5 granted to Congress the exclusive right to issue our money and regulate irs value. 

In Article 1 Section 2 Congress was granted the powe r to tax and borrow money to pay its debtsm provide for our defense and promote the general welfare.

Congress taxed the people $659 billion in interest in fiscal year 2023 on the National Debt. If Congress we issued our own money. instead of borrowing it we could eliminnate the taxes needed to pay the interest. Every year the government borrows trillions of dollars to finance a  myriad of unconstitutional programs amd projects.
