In order to people to live together in a harmonious relationship there must be an environment where everyone is treated equally under the law. No individual or group of individuals can receive special benefits or privileges that are not share by all. This is meaning of General Welfare as it was written in the Constitution.

When laws are passed that benefit some at the expense of others , it is not General Welfare. Taking the fruits of one man's and giving it to another is charity.  Believers in God understand that it is their responsibility to provide for those who can not provide for themselves. Charity is a voluntary act of obedience, not a  legitimate function of government.
