Is it a crime when an individual kills his next door neighbor and burns down his house?

Does the guilty party need to be held accountable? Does justice require the person reaposible pay the price for the crime? Is the the family of the victim entitled to be compensated? 

According to the principles of Common Law the person that commits a crime is responsible pay restitution to the victim.

In the summer of 1921 in the city of Greenwood, Oklahoma there were 1,256 homes and businesses destroyed and at least  26 black Americans were murdered as a result of mob violence.

The value of the property destroyed is estimated to exceed $200 million dollars.

The individuals responsible consisted on thosands of members of the KKK and other white supremacists fueled by racial hatred.
