Illinois had a population of 35,000 and was granted statehood status in 1818 with a ratio of 35,000 residents to 1 representative. There are 342 more resdents in Illinois today than there were in 1818,  Illinois;s had a ratio of 35 to 1 when Illinois became a state. but now jas a ratio of  9,231 residents to every 1 representative.

If  the ratio of 35,000 to 1 were applied today Illinois would have 342 Comgressional disticts instead of 13.
