Great Compromise

Supporters of the Virginia Plan included James Madison, George Washington, Edmund Randolph, and the states of Massachusetts, Pennsylvania, Virginia, North Carolina, South Carolina, and Georgia wanted states to be repreneted soley by their populations. 

The New Jersey Plan was supported by the states of New York,  New Jersey,  Connecticut, Delaware, Marylqnd, New Hampshire and Rhode Island wanted each of the states to be equally represented in Congress.
 
A compromise was proposed by Roger Sherman of Connecticut that there should be one house based on proportional representation and s second house based on equal representation.
This plan created a legislature where neither the large or small states would dominte.  The electoral colllege was created to give the people in all of the states an equal voice in the selection of the President.
