The most hotly contested debate at the Constitutional Convention was over how the Congressional representatives would be chosen, The large states like Virginia, Massachusetts and Pennsylvania wanted representation to be based on the population of the states, while the small states like Rhode Island, Connecticut and Delaware wanted all of the states to be equally represented,

The issue was resolved thanks to a compromise proposed by Roger Sherman that satisfied both the large and the small states. His plan was to create a bicameral legislature with a House of Representatives that favored the large states and s senate that could prevent the potential tyranny of a majority.

All of the states except Nebraska adopted having a bicameral state legislature and each state created a House of Representatives representing the people and a state Senate representing the counties,

For 123 years Florida's legislature represent the people in the state House of Representatives and the Counties in the state Senate. In the mid 1960's tje Supreme Court issued a series of opinions that cause counties to lose their representation and cause the large counties to control both the state's House of Representatives and the State Senate,
