When two- thirds of the representatives of the states in Congress vote to propose amendments to the Constitution, the proposed amendments shall be submitted to the states for ratification.
When ratified by the Legislatures of three fourths of the several States, the proposed amendment shall be added to the Constitution. It is a fact that Connecticut ratified the amendment, but failed to certify that they had done so.
Had their ratification vote been recorded, Connecticut would have been the eighth and final state needed to ratify the originally proposed First Amendment.
