Florida Counties are not Equally Represented

534,000 people live in the following counties and they hav one state Senator. Miami-Dade County has 16 representatives and 6 state senators and the rural counties have virtually no voice. If the counties were equally represted in the state senate they could block the tyrannty of the majority.
