Before convening an Article V Convention the legislature of each of the legislatures of the states should have a Pre-Convention where they can decide on the policies and procedures .
The calling forth of an Article V Convention without having previously established the ground rules would lead to chaos and confusion.
That is why the legislatures of the states should decide in advance how their delegates to the Article V Convention will be chosen and which amendments they would be authorized to support.
It is recommended that the delegates be elected by the people in each of the state's senatorial districts and should only be allowed to vote on proposed amendments that have recommended to them by their state legislature.
Each state shall choose three of their delegates to attend the National Article V Convention. The delegation from each of the states shall discuss and debate the merits of each proposed amendment and then vote on whether to accept or reject the proposed amendment.
If two-thirds of the state delegations vote in favor of a proposed amendment it will then be submitted to the legislatures of the fifty states to be considered for ratification and if three-fourths of the states approve the proposed amendment shall be considered ratified.
