Prior to the 1870 Census only three-fifths of he slaves were counted for the purpose of apportionment in the House of Representatives. In other words 40% of slaves were not even counted for the purpose of representation.

Would you believe that there are currently over 5 million Floridians in its 28 Congressional Districts that are not being counted for the purpose of apportionment in Congress? 

It was the original intent of our founding fathers to have proportional and equal representation of the people in all of states in the House of Representatives, but we have neither.

Wyoming has a population of less than 600,000 and has one Congressional Representative. If Florida was equally represented it would have 9 more Congressional Districts and 9 more electoral votes..

In the Federalist #55 it clearly states that as the population of a state increased so would their number of representatives. 

The Re-Apportionment Act of 1929  permanently froze the size of the House of Representatives at 435 members violates the principles of fair and equitable representation.
