Event Description

The real purpose of the 17th Amendment was not to give a larger and more responsive voice to the people, but to consolidate power in the Congress of the United States, instead. The hidden agenda was revealed when they allegedly got the states to give up their representation in the senate by claiming the 17th Amendment had passed; a completely false declaration by then Secretary of State, William Jennings Bryan, May 31st, 1913.

In 1913 the proposed amendment was presented to the states for ratification; 36 of the 48 states quickly voted for ratification while 12 states did not.  Five more states eventually gave their consent to the ratification of the proposed amendment.

  1. Louisiana — June 11, 1914
  2. Alabama — April 11, 2002[37]
  3. Delaware — July 1, 2010[38] (After rejecting the amendment on March 18, 1913)
  4. Maryland — April 1, 2012[39][40][41]
  5. Rhode Island – June 20, 2014   

In Article V, The Constitution clearly mandates that; 

Florida, Georgia, Mississippi, Kentucky, South Carolina and Virginia took no action and Utah flatly rejected the amendment. Delaware initially vote against ratifcation, but changed their vote to the affirmative in 2010. There are currently 42 states that have voluntarily given up their suffrage in the senate.

If seven of the states that have ratified the amendment were to change their vote on the ratification, the number of states voting in the affirmtive would be 35 and the amendment would fall one vote short of the 36 states required for ratification.

When Delaware changed their vote in 2010, it was established that states which have ratified the amendment have the right to withdraw their consent to the passage of the 17th amendment.

This precedent would allow any of the states which voted in favor of the amendment to withdraw their consent. If seven states did so it would reduce the number of states to have ratified the amendment to 35, which is one vote short of the three fourths required for ratification.

Articlt, shall be deprived of its equal suffrage in the Senate".
